Room to Read (RTR) is a global non-profit organization focused on making reading a habit and girls’ education a priority. We are embarking on a major expansion in Rwanda to implement our transformative Literacy Program, designed to accelerate foundational literacy skills among primary school students.
We are seeking four dynamic, experienced professionals to form the core team responsible for this critical program launch. We encourage applications from highly skilled, committed individuals who are passionate about education and systemic change.
1. Strategic Program Consultancy Roles (2 Positions)
1.1. Foundational Literacy Technical Consultant (R-03139)
This expert will ensure that the reading and writing methodology aligns perfectly with the Rwandan educational context and global best practices.
- Mandate: Provide highly specialized technical guidance on the design and adaptation of the Foundational Literacy Program curriculum, pedagogy, and teacher training models.
Key Responsibilities:
- Curriculum Adaptation: Review and localize RTR’s global literacy model to meet the specific requirements of the Rwandan curriculum and learning environment (e.g., phonics, reading comprehension, writing instruction).
- Teacher Training: Develop high-quality, practical training materials and conduct Training of Trainers (ToTs) for MoE stakeholders and in-country staff on effective literacy instruction methods.
- Quality Assurance: Ensure all instructional materials meet rigorous quality standards and are optimized for early grade reading acquisition.
Required Profile:
Advanced degree in Education, Linguistics, or a related field. Minimum of 7 years experience designing and implementing foundational literacy programs, preferably in Rwanda or East Africa. Deep familiarity with the national education system.
1.2. Content Development & Publishing Consultant (R-03138)
This specialist will oversee the localization and production of engaging, high-quality reading materials that support the adapted curriculum.
- Mandate: Manage the end-to-end development, localization, editing, and professional publishing of a wide variety of children’s reading books and instructional materials.
Key Responsibilities:
- Localization Management: Coordinate local writers, illustrators, and editors to produce high-quality, culturally relevant children’s books in local languages, adhering strictly to RTR’s scope and budget.
- Quality Control: Manage the technical editing and pre-press processes, ensuring materials are print-ready and meet international publishing standards.
- Vendor Management: Select, contract, and manage local printing houses to ensure cost-effective, timely, and quality production of materials for distribution across primary schools.
Required Profile:
Degree in Publishing, Communications, Journalism, or a related field. Minimum of 5 years experience managing book production and publishing projects in a demanding environment, preferably with children’s educational content. Strong project management skills are essential.
2. Research, Monitoring, and Evaluation Officer (R-03133)
This officer is critical for measuring the program’s effectiveness, ensuring accountability, and providing evidence for continuous improvement and scale-up.
- Mandate: Lead the implementation of the Monitoring, Evaluation, and Learning (MEL) framework for the entire Literacy Program in Rwanda.
Key Responsibilities:
- Data Collection & Management: Design and implement robust data collection systems (quantitative and qualitative), managing field data integrity and input into RTR’s global data platform.
- Program Assessment: Conduct field monitoring visits to verify data, assess program quality, and provide constructive feedback to program teams and partners.
- Analysis & Reporting: Analyze program performance data against Key Performance Indicators (KPIs) and learning outcomes. Produce high-quality reports for internal stakeholders, MoE, and donors.
Required Profile:
Advanced degree in Statistics, Economics, Social Sciences, or M&E. Minimum of 3 years experience designing and implementing M&E systems, particularly in the education or NGO sector. Proven expertise in statistical analysis software (e.g., SPSS, R, Stata).
3. Administrative Officer (R-03132)
The Administrative Officer ensures the smooth, compliant, and efficient operation of the new country office, providing essential support to the entire team.
- Mandate: Manage all core administrative, logistical, procurement, and HR support functions for the Rwanda Country Office and field operations.
Key Responsibilities:
- Office Management: Oversee the day-to-day running of the office, managing supplies, assets, and vendor relationships (utilities, communication).
- Logistics & Travel: Coordinate all team travel, accommodation, and event logistics, ensuring compliance with safety and security protocols.
- Procurement: Manage the full procurement cycle for the country office (non-programmatic goods/services), ensuring transparency and adherence to RTR policies.
- HR Support: Assist with initial staff onboarding, maintaining personnel files, and coordinating HR procedures with regional teams.
Required Profile:
Degree in Business Administration, Management, or a related field. Minimum of 3 years of progressive experience in an administrative or operations role, preferably within an international NGO. Excellent organizational skills and attention to detail.
