The New Times Rwanda is seeking a consultancy to develop a strategic communications and market engagement framework for Access to Finance Rwanda. The framework should include a clear understanding of the current state of access to finance in Rwanda, as well as a roadmap for improving access to finance in the country. The consultancy should also provide recommendations for how to measure the success of the framework and how to monitor progress over time.
