Purpose of consultancy The Recruitment Consultant will drive and coordinate end-to-end talent acquisition activities, primarily executing the recruitment and selection processes associated with the organizational restructuring of relevant Country Offices, while ensuring full compliance with UNFPA policies, procedures, and applicable Staff Regulations and Rules. Scope of work: (Description of services, activities, or outputs) You will be responsible for: Coordinate and manage the end-to-end recruitment and selection process for positions established or impacted by realignment exercises, including internal job fairs and other priority regional vacancies as assigned. Review and finalize job descriptions and position requirements in collaboration with Country Offices, hiring managers, and the Regional HR Team. Conduct initial job matching exercises reviews, in collaboration with the Regional HR Team and relevant advisory panel members, ensuring alignment with approved realignment principles and criteria. Conduct application screening and manage assessments, including written assessments, competency-based interviews, presentations, and other selection methodologies, as applicable. Support the compilation of all required recruitment information and data for required meetings. Support the coordination of assessment scoring panels and interview panels; develop interview schedules, prepare competency-based interview questions and assessment tools, and brief panel members on selection methodologies, evaluation criteria, and compliance requirements. Take detailed interview notes and compile assessment results, prepare selection reports and supporting documentation. Track and monitor progress against recruitment timelines, identify risks and bottlenecks, and provide regular status updates to management. Ensure accurate record-keeping, audit-ready documentation, and maintenance of recruitment files throughout the process. Capture lessons learned, good practices, and recommendations arising from the realignment implementation and contribute in finalising post-implementation reporting as required. Perform other recruitment, change management or operational HR duties as required by management. Duration and working schedule: Duration: 1 July - 31 December 2026. The period of the consultancy is an initial 6 months, with a maximum of 30 days for each assignment. Place where services are to be delivered Services will be delivered remotely for the duration of the contract. Monitoring and progress control, including reporting requirements, periodicity format and deadline The monitoring will be conducted as per the deliverables mentioned in the responsibilities above. Regular briefing meetings with the Head of Office, RO HR Team and focal points, and relevant senior managers. Bi-Weekly update reports shall be submitted to RO HR Team. Supervisory arrangements You will report to the Regional HR Business Partner, and CO Head of Office or Representative, as applicable. Expected travel The assignment will be remote. Required expertise, qualifications and competencies, including language requirements Education: Completed Advanced university degree (Master's) in Human Resources, Business Administration, Organizational Psychology, or a related field. A completed Bachelor's degree with two additional years of qualifying experience may be accepted. Knowledge and Experience: Minimum of 2 years of progressively responsible professional experience in end-to-end recruitment, talent acquisition, or HR management. Proven track record in supporting organizational change management, restructuring, or high-volume recruitment exercises. Deep understanding of competency-based interviewing, candidate assessment methodologies, and inclusive hiring practices. Familiarity with UNFPA policies and procedures is highly desirable. Proficiency in Applicant Tracking Systems (such as Quantum), HR data analytics, and compiling robust assessment results and drafting interview selection reports. Good experience and working knowledge of MS Excel and MS Word. Languages: Fluency in English is required. Knowledge of Spanish, French, and/or Portuguese is an asset.
