ZemiTek, LLC seeks a highly experienced and strategic PEPFAR Transition Advisor to oversee the complex drawdown and transition of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) programs in Rwanda. This pivotal role requires an expert to lead coordination between the U.S. Government, the Government of Rwanda, and diverse local stakeholders to ensure a seamless, data-driven handover of HIV/AIDS programs, maintaining all advancements made under PEPFAR.

The Strategic Mandate (Job Purpose)

You will be the architect and project manager for the PEPFAR transition plan. Your primary goal is to manage the technical, administrative, and stakeholder aspects of the transition, ensuring the long-term sustainability and local ownership of HIV/AIDS services, aligning all activities with US Government directives.

Key Responsibilities & Coordination

  • Transition Leadership: Lead the comprehensive development and meticulous implementation of the PEPFAR transition plan for Rwanda.
  • Stakeholder Diplomacy: Build and maintain high-level professional relationships with the Rwandan Biomedical Center (RBC), U.S. Embassy, multilateral institutions, NGOs, and the private sector to achieve shared transition goals.
  • Interagency Coordination: Facilitate effective communication and technical collaboration between U.S. and Rwandan implementing agencies to minimize duplication and planning gaps.
  • Milestone Tracking & Reporting: Outline, track, and monitor key deadlines for the handover of PEPFAR-supported resources and infrastructure. Deliver regular, data-based progress reports and written briefings to senior US and Rwandan government leaders.
  • Policy Compliance & Oversight: Ensure all PEPFAR transition resources are used transparently and align strictly with US Government Executive Orders and policy priorities.
  • Sustainability Promotion: Identify and promote programs that strengthen local capacity and ensure the continuity of life-saving HIV/AIDS services post-transition.

Qualifications and Experience

  • Education: Advanced degree (Master’s or higher) in Public Health, Global Health Policy, International Development, or a related field.
  • Experience: Minimum of 5 years of progressive experience in global health initiatives, HIV/AIDS programs, or public health systems management.
  • Technical Knowledge: Strong knowledge of HIV/AIDS service delivery models and public health programs specifically within Sub-Saharan Africa.
  • Core Skills: Demonstrated expertise in complex project management, data analysis (quantitative and qualitative), and excellent verbal and written communication skills suitable for high-level government reporting.
  • Reporting: Reports daily to the RBC Head of HIV/AIDS, Disease Prevention and Control Department, with weekly and monthly reporting to the U.S. Department of State.
