About the Position
Cordaid Rwanda is seeking for a Project Officer, and shall be responsible for the day-to-day implementation of TREPA project activities across the Eastern Province, operating from an office base in Kayonza District. S/he will lead community mobilization, financial literacy training, and the formation and monitoring of Village Savings and Lending Associations (VSLAs). The role also contributes to proposal development, results communication, and field-level partner coordination, ensuring all activities are delivered on time, within budget, and in full compliance with Cordaid’s standards and donor requirements.
Key Duties & Responsibilities
- Community Mobilization, VSLA Formation & Group Monitoring: Mobilizes and sensitizes communities across Eastern Province districts on TREPA project objectives. Facilitates financial literacy trainings and supports the formation, registration, and strengthening of established savings groups. Conducts regular field visits to monitor group performance through identified leaders, tracks progress against indicators, provides hands-on support to underperforming groups, and maintains up-to-date monitoring trackers for all supported groups
- Data Collection & Field Reporting: Supports work planning and execution of field activities in line with the approved project plan. Ensures responsible and accountable use of project resources (materials, financial advances, equipment) during activities. Prepares activity requests, and related reports in compliance with Cordaid’s financial and procurement procedures.
- Field & Partner Coordination: Maintains regular working relationships with field-level partners including local government (sector/cell), cooperatives, and implementing partners across Eastern Province. Represents Cordaid professionally at community and partner meetings. Communicates partner updates, emerging challenges, and opportunities to the Project Coordinator in a timely manner
- Acquisition & Proposal Support: Supports the Project Coordinator and Programme Manager in identifying funding opportunities and preparing project proposals. Contributes field-level evidence, context analysis, and community data to inform concept notes and funding bids.
- Results Communication & Reporting: Collects compelling field stories, human-interest case studies, and results data relevant for communication and fundraising purposes. Prepares quality narrative content in line with Cordaid’s communication standards. Provides information for open data requirements and supports the Communications team with timely and accurate field-based content.
- Compliance, Accountability & Integrity: Adheres strictly to Cordaid’s Code of Conduct, integrity policies, and safeguarding commitments in all field interactions. Reports concerns related to fraud, misconduct, or safeguarding through appropriate channels. Participates in mandatory integrity and compliance trainings. Ensures transparency and accountability in all activities with community members and partners.
- Other Duties: Performs any other duties as assigned by the Project Coordinator or Country Office management in support of overall programme objectives.
Requirements
Education
- Bachelor’s degree in Rural Development, Social Sciences, Community Development, Development Studies, Economics, Agribusiness, or a closely related field.
- A postgraduate certificate or short courses in Monitoring & Evaluation, Financial Inclusion, or Project Management (PMD Pro, PMP) is an added advantage.
Professional Experience
- Minimum 3 years of relevant field-level experience in community development, rural livelihoods, or financial inclusion programming
- Demonstrated experience working in the Eastern Province of Rwanda, or under TREPA project or prior employment or collaboration with Cordaid for more than one year is highly desirable and will be given priority during shortlisting.
- Hands-on experience in VSLA methodology – formation, facilitation, monitoring, and share-out cycles
- Experience collecting, organizing, and reporting field data using structured monitoring tools
- Experience contributing to project proposals or concept note development is desirable.
Technical Skills
- Strong understanding of VSLA/savings group methodology and community-based financial systems.
- Proficiency in planning, monitoring, and evaluation tools (log frames, indicator tracking sheets, field report templates).
- Experience with digital data collection tools (KoBoToolbox, ODK, or similar) is an added advantage.
- Basic computer literacy: MS Word, Excel, email communication
- Ability to write clear, structured, and timely field and narrative reports in English. Kinyarwanda fluency is mandatory; working knowledge of English is required

- Willingness and ability to spend a significant portion of time in the field across Eastern Province districts (minimum 70% field presence)
