ZemiTek, LLC is seeking a highly specialized Senior Malaria Advisor to provide expert technical guidance and strategic leadership to Rwanda’s Malaria and Other Parasitic Diseases Division (MOPDD). This pivotal role ensures the successful implementation and alignment of cost-effective, life-saving malaria prevention and treatment services with new US Presidential Executive Order directives.

The Strategic Mandate

The Advisor’s primary focus is to serve as the subject matter expert to the MOPDD Director, facilitating solutions to programmatic bottlenecks. This includes technical oversight for vector control, case management, chemoprevention, and the procurement/delivery of essential life-saving commodities, ensuring maximum impact of US Government resources.

Technical Leadership & Program Design

You will provide expert guidance to advance the planning and implementation of national malaria control interventions. This involves:

  • Strategy Development:Supporting the development of national malaria program strategies and work plans, reflecting global best practices.
  • Intervention Oversight:Coordinating the design and implementation of activities, including support for malaria vaccine implementation and associated monitoring.
  • Capacity Building:Providing technical and managerial expertise to health districts and local communities to strengthen institutional capacity and service delivery.

Management of Program & Resource Implementation

You are responsible for ensuring efficiency, quality, and compliance across all activities.

  • Resource Maximization:Ensure US Government resources are maximized and used in full accordance with US laws and regulations, preventing fraud, waste, and abuse.
  • M&E and Data Quality:Advise the MoH and MOPPD on developing and maintaining a robust Monitoring and Evaluation (M&E) plan, conducting site visits to ensure data quality and value for money.
  • Commodity Management:Participate in forecasting and quantification meetings to inform procurement decisions and troubleshoot bottlenecks in the ordering and delivery process.

Partner Coordination and Communications

Effective coordination is vital. You will liaise continuously with:

  • Local Partners:MOPDD, RBC, MoH, and Global Fund partners.
  • International Stakeholders:Donor agencies, US Embassy, and Washington-based teams.
  • Integration:Ensure malaria activities are fully integrated into overall US Department of State-supported health activities, avoiding duplication and programming gaps.

Qualifications (Advanced Expertise Required)

  • Education:Advanced degree (MPH, MS, MD, or PhD) in Public Health or a related field.
  • Experience:A minimum of 10 years of experience working on malaria programming in low- or middle-income countries, with strong technical focus on malaria or vector-borne diseases.
  • Technical Knowledge:Up-to-date knowledge of global and national policies on all aspects of malaria management (epidemiology, control strategies, new drugs/diagnostics).
  • Advantage:Prior experience with USG-funded malaria programs and technical experience in African countries is highly preferred.
