Job Description

Dexis, in partnership with Global Solutions Ventures (GSV) implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) which transitioned to the U.S. Department of State (DOS) on 1 July 2025, is recruiting senior technical advisors to support critical health systems functions in Rwanda. The roles encompass strategic leadership in health commodity supply chain management, malaria program technical direction, and PEPFAR transition planning and coordination to strengthen national health systems and government ownership. These advisory roles embed expert technical capacity in government institutions and health systems agencies to ensure effective planning, procurement, commodity management, program continuity, and transition of programs funded by U.S. Government initiatives.

Education & Technical Expertise

  • Advanced degree (Master’s or higher) in Public Health, Global Health Policy, Supply Chain Management, International Development, Public Administration, or a related field.
  • Deep understanding of health commodity logistics, donor-funded health programs, and public health systems strengthening.

Professional Experience

  • At least 8 years of progressively responsible experience in global health, supply chain operations, disease program management, or advisory roles within government, international organizations, or large public health initiatives.
  • Demonstrated experience supporting supply chain systems for high-impact health programs (e.g., HIV/AIDS, malaria, maternal health) in Sub-Saharan Africa.

Technical & Leadership Skills

  • Proven ability to provide high-level technical advice, develop strategic plans, and lead multi-stakeholder coordination.
  • Strong analytical, planning, and reporting capabilities, with experience using data to improve program performance.
  • Excellent verbal and written communication skills in English; competency in French or Kinyarwanda is an asset.

Collaborative Approach

  • Experience working with government health agencies, multilateral organizations, and donor partners.
  • Ability to work effectively across sectors and within complex multi-partner environments.

Travel & Adaptability

  • Willingness to travel regionally as needed and adapt to evolving program contexts.
