ZemiTek, LLC, through the LEAP Global initiative, seeks a highly qualified Senior Supply Chain Advisor to provide technical management and strategic leadership for U.S. government-funded health commodity programs in Rwanda. This mission-critical role focuses on strengthening logistics systems and ensuring the sustainable transfer of procurement, warehousing, and distribution activities to local ownership (RMS and RBC).

The Strategic Mandate
The Advisor is responsible for overseeing the entire U.S. government-supported health commodity lifecycle—from planning and forecasting to distribution and local transition. You will embed technical expertise within the Rwandan Ministry of Health (MoH) stakeholders to build institutional capacity and align operations with U.S. government directives.
Supply Chain Transition and Oversight
A core responsibility is leading the transition of complex supply chain activities and commodities funded by PEPFAR, PMI, and pandemic preparedness initiatives to sustainable local management in Rwanda. Key tasks include:
- Logistics Management: Overseeing the timely planning, implementation, and management of all U.S. government commodity procurement and logistics activities.
- Forecasting & Procurement: Assisting the MoH, RMS, and RBC with the accurate forecasting, quantification, and procurement of U.S. government-supported health commodities.
- Documentation: Creating and maintaining critical technical and administrative documentation related to all procurement and logistics activities.
High-Level Stakeholder Guidance
The role requires strong diplomatic and technical policy guidance across multiple national and international entities:
- Policy & Technical Advice: Providing expert guidance to implementing partners and both U.S. and Rwandan government stakeholders on technical, administrative, and policy requirements for warehousing, distribution, data management, and supply chain integration.
- Relationship Management: Building and maintaining robust professional relationships with key officials at RMS, RBC, the U.S. Embassy, and other multilateral and private sector partners.
Monitoring, Data Utilization, and Reporting
You will ensure performance improvement and accountability through rigorous data analysis and reporting to both Rwandan and U.S. senior leadership.
- Performance Monitoring: Tracking program progress and alerting stakeholders promptly to any challenges that may impede the management of supply chain and commodities programs.
- Data Analysis: Quantitatively and qualitatively analyzing field data to report on relevant technical developments in commodities and logistics to the U.S. Department of State Foreign Assistance Health Office.
- Briefings: Preparing necessary written and verbal briefings for senior leaders within the U.S. and Rwandan governments.
Qualifications (Expertise Required)
- Education: Advanced degree (Master’s or higher) in Public Health, Global Health Policy, Supply Chain Management, or a related field.
- Experience: Minimum 8 years of experience in global health initiatives, with demonstrated expertise in public health supply chain management and program development in Sub-Saharan Africa.
- Knowledge: Strong knowledge of HIV/AIDS service delivery, commodities procurement, and relevant public health programs (PEPFAR/PMI).
- Skills: Exceptional analytical, communication, and cross-government collaborative skills.
