Job Description

The Government of the Republic of Rwanda (GoR) has received financing from the World Bank toward the cost of the Rwanda Accelerating Sustainable and Clean Energy Transformation Project (ASCENT) and has on-lent the proceeds of the financing to Energy Development Corporation Limited (EDCL) that is implementing the Project on the behalf of the GoR. EDCL intends to apply part of the proceeds towards purchase of cables, conductors under framework contract concluded through this request for bid, Primary Procurement process. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, 2. The Procuring Agency is undertaking Primary Procurement with a view to concluding a Framework Agreement. The Procuring Agency is the sole Purchaser under the Framework Agreement. The Procuring Agency now invites sealed Bids from eligible Bidders for: Lot 1: Supply of 15 & 30KV underground copper and 0.4kV underground copper Lot 2: Supply of ACSR conductors, OPGW & ABC Cables Lot 3: Supply of Service Cables 3. All materials shall be delivered at EDCL stores Gahanga (Kicukiro district), Shango (Gasabo), Kalisimbi (Nyabihu district), Kanzenze (Bugesera District) as per the purchase order; within 9 months counted from issuance of the purchase order. 4. The Framework Agreement to be concluded will be “Single-User.” “The Single-User entitled to purchase under the Framework Agreement is the Energy Development Corporation Limited/RUEAP- ASCENT. 5. The Framework Agreement to be concluded will be “Multiple-Supplier: Two Suppliers by Lots.” 6. The selection of Suppliers to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in Framework Agreement. However, the conclusion of a Framework Agreement shall not impose any obligation on the Procuring Agency, including participating Purchasers, to purchase Goods under a Call-off Contract. 7. Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 8. Bidders may submit Bids for one or all lots. 9. The Framework Agreement shall be concluded for a Term of Three (3) years, from the commencement date stated in the Framework Agreement.

Bids must be delivered to the address below, on or before 26/05/2026. at 10:00am (local time). Electronic Bidding “will not” be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 26/05/2026 at 10:30am (local time). All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Procuring Agency until the second public opening.
