BPR Bank Rwanda PLC is seeking a highly specialized Survey & Quantification Manager to serve as the critical interface between credit approval and physical asset risk. Reporting within the Credit Department, you will be the bank’s expert in the valuation, inspection, and risk quantification of real estate, machinery, and construction projects used as collateral for major loans.
This is a key risk-mitigation role that directly protects the bank’s asset quality and lending portfolio integrity.
Why This Role is Critical (The Impact)
This role ensures BPR Bank’s lending decisions are underpinned by accurate, quantifiable, and verifiable collateral values. Your primary mandate is to protect the bank from valuation and execution risk.
- Risk Mitigation: Ensure that the bank’s collateral base is accurately valued and consistently monitored to maintain a strong security buffer against potential defaults.
- Project Oversight: Provide expert financial and technical verification for project finance loans, ensuring funds are released in line with quantifiable progress on construction or capital expenditure.
- Expert Advice: Serve as the internal subject matter expert, providing leadership and professional advice on all matters related to property valuation, quantity surveying, and asset realization.
Key Responsibilities
- Collateral Valuation: Manage and review external valuation reports for all lending collateral (land, buildings, equipment), ensuring compliance with international standards and BPR policies.
- Construction & Project Monitoring: Conduct and oversee physical surveys and audits of financed construction and infrastructure projects to quantify progress, certify completed work, and approve staged disbursements.
- Risk Reporting: Develop standardized quantification metrics and reporting frameworks to assess collateral stability, project completion risk, and market value fluctuations.
- Stakeholder Management: Liaise with clients, external valuers, lawyers, project managers, and internal Credit/Legal teams to resolve valuation discrepancies and enforce collateral requirements.
- Asset Realization: Assist the recovery and legal departments by providing updated, professional valuation reports for collateral during the loan recovery and realization process.
Professional & Technical Qualifications
- Education: Bachelor’s or Master’s degree in Quantity Surveying, Real Estate/Land Economics, Civil Engineering, Construction Management, or a closely related technical field.
- Experience: Minimum of 5 years of practical, post-qualification experience in valuation, quantity surveying, or collateral risk assessment, preferably within the financial, banking, or large-scale construction sector.
- Certification: Registration or Professional Membership with a recognized national or international valuation/surveying body (e.g., IRP, RICS, or equivalent) is highly desirable.
Core Skills
- Expertise in financial modeling and cost estimation for construction projects.
- In-depth knowledge of land law, property titling, and financial regulations in Rwanda.
- Strong negotiation, documentation, and technical report writing skills.
- Proficiency in relevant software (e.g., AutoCAD, project management tools, Excel).
