Job Description

Children’s right to survival, development, protection, and participation is fundamental to sustainable development and is protected under the United Nations Convention on the Rights of the Child and Rwanda’s national child protection legal and policy frameworks. In Rwanda, child protection is strengthened through collective responsibility involving families, parents, caregivers, teachers, community members, Child Protection Committees, Community-Based Child Protection Mechanisms (CBCPMs), civil society actors, and government institutions. Despite strong systems, children continue to face multiple protection risks including: Violence against children (VAC), Neglect and emotional abuse, Harmful practices, Peer violence and bullying, Online risks and exploitation, Gender-related protection risks, Psychosocial vulnerabilities. Preventing violence and strengthening protection requires continuous, structured education that empowers children while simultaneously strengthening the protective capacity of adults and community systems surrounding them. Plan International Rwanda implements integrated programming on child rights, child protection, early childhood development, adolescent empowerment, education, and community protection systems. However, education materials currently exist across different projects and partners without a unified structure. There is no standardized national-level education manual that: Places child rights at the centre, Integrates violence prevention within broader child protection, and Guides facilitators on working with children and the key protective actors surrounding them using a Social Ecological Model approach. To address this gap, Plan International Rwanda seeks to develop a Comprehensive Child Rights and Protection Education Manual, accompanied by a Facilitator Guide, designed as a flagship technical resource for all actors facilitating child rights and protection education for children aged 0–18 years.
